Is this a full sitemap generator?

No. It only stamps lastmod. Build a new urlset from a URL list on the sitemap XML generator, then come here when you republish.

Does lastmod change rankings?

It is a recrawl hint. Fake dates on unchanged URLs train crawlers to ignore you. Use the real publish date.
